Harmonizing Ukrainian cybersecurity legislation: proposals from the ICTIP

Specialists from the State Scientific and Research Institute of Cybersecurity Technologies and Information Protection (ICTIP) have analyzed European Commission initiatives aimed at strengthening resilience against hybrid threats. Drawing from the updated NIS2 Directive and European security standards, they have prepared a report outlining specific proposals for amending national legislation.

These recommendations, developed after analyzing both European standards and current Ukrainian legislation, will help Ukraine meet EU requirements and significantly strengthen national resilience.

A key innovation is the proposed introduction of a "single point of entry" for reporting cyber incidents. This involves creating a centralized channel for submitting information - through CERT-UA in particular - to ensure the automatic distribution of data among all relevant authorities, facilitating rapid threat response.

The report also proposes integrating post-quantum cryptography into the National Cybersecurity Strategy to protect state information resources proactively. Furthermore, it suggests introducing "cyber position" certification, enabling companies that demonstrate compliance with European standards to avoid redundant state inspections.

This report will serve as a basis for amendments to the Laws of Ukraine "On the Fundamentals of Ensuring Cybersecurity in Ukraine" and "On Electronic Communications," as well as various subordinate acts, enabling Ukraine to align with European trends and integrate into a unified collective cybersecurity system.
