The evolution of cyber threats at the Kyiv International Cyber Resilience Forum

In February, the Kyiv International Cyber Resilience Forum 2026 was held, focusing on the dynamics of threat transformation, countering hybrid influences, and the role of social networks in contemporary conflicts. Employees from the State Scientific and Research Institute of Cybersecurity Technologies and Information Protection (ICTIP) attended the event, participating in specialized training sessions and engaging in practical discussions.

The program covered issues of countering information operations, updating regulatory and legal approaches in the field of cyber defense, and improving incident response procedures. A separate applied block of the program was the practical intensive Threat Hunting Workshop, conducted by CERT.LV (Latvia) in collaboration with international partners. During the workshop, scenarios for detecting signs of compromise using modern analytical tools were worked out.

Within the framework of the forum, a trilateral memorandum was signed between Ukraine, Moldova, and Romania on the creation of the Cyber Alliance for Regional Resilience. The initiative forms a common security perimeter and strengthens cross-border cooperation in the field of cyber defense.

The experience gained and the cases studied will form the basis for new applied solutions aimed at protecting the national information space.
