
State Scientific and Research Institute of Cybersecurity Technologies and Information Protection and Taras Shevchenko National University of Kyiv are comning professional standards of work quality and educational activities
A meeting between the management of Taras Shevchenko National University of Kyiv and the State Scientific and Research Institute of Cybersecurity Technologies and Information Protection (ICTIP) was held at the university.
In his speech at the meeting, Volodymyr Bugrov, Rector of Taras Shevchenko National University of Kyiv, emphasized that the development of a system for training, certification, and accreditation of cybersecurity specialists is a relevant and important issue that requires immediate organizational and legal actions by all levels of executive power and society. This issue is particularly relevant in times of external aggression.
During the meeting, key topics were discussed on the development and implementation of national professional standards and qualifications, the development of higher education programs for training specialists in the field of cybersecurity, professional training, and the urgent need to launch a training center at the Faculty of Information Technology (FIT) of Taras Shevchenko National University of Kyiv for further personnel training and certification. The launch of the FIT Training Center involves special training and further certification of cybersecurity specialists with a state certificate of qualification (with entry in the Ukrainian Register) through the Information Technology and Cyber Security Qualification Center, which operates as part of the ICTIP.
During the meeting and in order to implement the main objectives of the Memorandum of Cooperation with the university, Volodymyr Pavlikov, Head of the ICTIP, noted that this issue is reflected in the projects and plans of the State Service of Special Communications and Information Protection of Ukraine (SSSCIP) for 2025-2026. These plans include the development of a National (Field) Qualifications Framework for cybersecurity and the development of professional standards in line with international requirements and best global practices.
The National (Field) Qualifications Framework for Cybersecurity and Information Security is based on European and national standards and principles of quality education assurance, considers labor market requirements for employee competencies, and is implemented with the aim of harmonizing legislation in the fields of education and social and labor relations, promoting national and international recognition of qualifications obtained in Ukraine and abroad.
The basis for the implementation of this project by the SSSCIP and Taras Shevchenko National University of Kyiv should be the motto: “Systematic approach, professionalism, and quality in the field of training and certification of cybersecurity personnel.”
