A Step Toward the Recognition of Professional Qualifications in the EU: ICTIP Presents Ukraine's Certification System for Cybersecurity Specialists

On May 26, 2026, a representative of the State Scientific and Research Institute of Cybersecurity Technologies and Information Protection (ICTIP) participated in the webinar "Recognition of Professional Qualifications in the EU–Ukraine Context: Cybersecurity Cases," dedicated to the recognition of professional qualifications in the field of cybersecurity in the EU and Ukraine.

During the webinar, Oleksandr Yudin, ICTIP Scientific Secretary, gave a presentation titled "The System of Professional Standardization and Certification of Cybersecurity Personnel." It outlined Ukrainian approaches to professional standards development, competency assessment, and specialist certification, and compared them with European and U.S. practices.

The event, supported by GIZ Ukraine, brought together over 70 participants, including Ukrainian and international experts, representatives of the National Qualifications Agency and the Skills4Recovery initiative, as well as specialists in professional education and cybersecurity. During the discussion, attention focused on practical tools for the recognition of qualifications, the challenges of aligning Ukrainian and European approaches, and opportunities to strengthen human resources in the field of cybersecurity.

The Institute's participation in the event became an important step toward developing a mutual understanding of the mechanisms that could eventually facilitate the recognition of Ukrainian professional certifications within the European Union. This involves aligning the principles of professional standardization, competency assessment approaches, and certification procedures for professionals.

Aligned standards, transparent assessment mechanisms, and a clear certification system lay the foundation for international recognition of Ukrainian professionals and strengthen Ukraine's presence in the European security area.
